Whispering in English for bilingual children

Hi I am an EI SLP and just got a set of twins on my caseload who speak appropriately in their first language (Arabic) but only whisper in English. Would you treat this as a selective mutism case? I am just getting to know them and they are quirky, but I need to give their preschool teachers and families some resources and since whispering is on the SM bridge, this was the first thing I thought of! Thoughts welcome!
