NO Lingual Frenulum Present

I have a patient who has NO lingual frenulum- I've never seen this before and there is only one case of it reported in the world currently in Saudi Arabia. Is this a real thing? What impact does this have on speech?

I am very curious! Is the patient have very limited movement of the tongue or too much?
