Articulation question- kindergarten

Hi, I worked at a school and just recently received an email to screen a bunch of kindergarten students for articulation. I screened one yesterday that only had 3 errors in the screen that were not developmentally appropriate... he had many other errors but still developmentally appropriate...I am wondering whether I should wait until January to see if he improves? He is difficult to understand in connected speech by unfamiliar listeners... however, most of his errors are still developmentally appropriate. Help!!

Personally, I will qualify a student based on intelligibility since that will effect academic performance and social skills.
